California air board proposes emission rule changes

The California Air Resources Board, which enforces the state's emission regulations, has two measures in front of it.

One would ease new rules on transport refrigeration units on trucks that operate in the state.

At the same time, the board is considering stricter enforcement and possily holding brokers, wholesalers and anyone who makes transportation arrangements responsible for trucks that don't comply.
